Senior Engineer/ Decentralized Sanitation Solutions Specialist

 Contract length: 2 years, with possibility of extension 

Position Summary 

The Senior Engineer/ Decentralized Sanitation Solutions Specialist will play a crucial role in the successful implementation of decentralized sanitation projects in Tajikistan. The expert will be responsible for providing technical expertise, overseeing project activities, ensuring compliance with quality standards, and building the capacity of the local team. The Senior Engineer will work closely with project stakeholders and partners to ensure the smooth execution of the sanitation initiatives and contribute to the overall improvement of public health and environmental conditions. 

Key responsibilities 

The Senior Engineer’s responsibilities include but are not limited to the following: 

  • Technical Expertise 
    • Conduct feasibility studies and technical assessments for proposed sanitation projects.  
    • Provide expert guidance on decentralized sanitation solutions, including but not limited to decentralised sanitation solutions and wastewater treatment technologies, faecal sludge management, solid waste management, grey- and stormwater solutions, re-use and by-product usage under circular and integrated resource concepts in the wastewater sector. 
    • Design, review, and approve engineering plans for sanitation infrastructure development. 
    • Plan, manage and overview construction processes and provide backstopping to the supporting project team/site engineer and/or construction companies.
  • Project Management  
    • Lead the planning, implementation, and monitoring of decentralized sanitation projects in collaboration with the project team. 
    • Ensure compliance with project timelines, budgetary constraints, and donor requirements. 
    • Identify and address potential project risks and challenges, developing mitigation strategies as necessary. 
  •  Capacity Building and Training  
    • Develop and deliver technical training programs to build the capacity of project teams and partners. 
    • Train and mentor local staff, partners, and community members in technical aspects of decentralized sanitation solutions. 
    • Strengthen the capacity of local teams to effectively manage and maintain sanitation infrastructure. 
  •  Stakeholder Engagement 
    • Foster positive relationships with local communities, government authorities, and other relevant stakeholders. 
    • Collaborate with partners and stakeholders to ensure their active participation in project planning and execution. 
  •  Reporting and Documentation 
    • Prepare high-quality technical reports, including progress updates, technical assessments, and project evaluations. 
    • Maintain accurate project documentation, including engineering drawings, construction specifications, and relevant data. 

Qualifications and Experience 

  • Bachelor’s degree (or higher) in Civil Engineering, Environmental Engineering, or a related field. 
  • At least 5 years of professional experience in designing and implementing decentralized sanitation solutions (and respective knowledge in AutoCAD applications) 
  • Proven experience in project management, including planning, budgeting, and monitoring. 
  • Demonstrated knowledge of sanitation technologies, waste management, wastewater treatment systems, and integrated resource management approaches 
  • Experience working with NGOs, or community-based organizations is preferred. 
  • Strong communication and interpersonal skills, with the ability to work effectively and with minimal supervision in a multicultural environment. 
  • Strong analytical skills and ability to plan, prepare and evaluate research investigations. Working experience in a laboratory and conducting of wastewater analysis/monitoring is of high advantage. 
  • Excellent self-organisation and time management skills to handle multiple priorities and deadlines effectively and efficiently. 
  • High level of involvement, engagement, and ownership as well as pro-active thinking. 
  • Knowledge in wastewater risk management approaches with respective standards setting and adaptive policy is of advantage. 
  • Excellent command of the following languages:  
    • English, written and spoken. 
    • Russian, spoken; written of advantage. 
    • Tajik and/ or Farsi knowledge of advantage.
